Independent Voters of Maryland (IVM) publishes position papers that outline practical, research-based reforms to strengthen Maryland’s democracy and ensure fair participation for all voters—especially the state’s growing number of unaffiliated voters.

Including Unaffiliated Voters on the Maryland State Board of Elections
Current Maryland law requires State Board of Elections members to be from the two “principal political parties,” excluding unaffiliated voters even though they make up a large share of the electorate. IVM urges lawmakers to expand the board from five to six members to include one unaffiliated voter, while preserving bipartisan balance.

Reforming Maryland’s Primary Election Systems
Maryland’s closed primary system prevents unaffiliated voters from participating unless they change party affiliation in advance. IVM argues this is unfair - especially because primaries are publicly funded and often determine the final outcome in many districts - and urges Maryland to adopt an open or partially open primary system.
